Seems to me like the same reason they later didn’t bother supplying inserts on later pressings of the tape (after 1993 when the tape was ported over to the popular demand wave). I have the 1993 repackaging of this tape with the regular ruler-shape Proof of Purchase tab label printed above the back of the cover, and it was factory sealed when I got it, but didn’t appear to have any inserts when I unsealed it, and my copy was printed on January 23, 1994, and still used the same master as the original 1992 release.
