The first three Dinosaurs volumes released on VHS by Disney were the last Disney video releases to use the red-orange warnings, and some sources state those were released on December 6, 1991. I don’t know what was truly the first Disney video release (whether it’s a reissue or not) with the newer green warning screens, and I doubt that it was September 1991.
