The latest RVSA that I detected was on my 1998 copy of Raiders of the Lost Ark (RVSA61, 24th Week of 1998) and the earliest DELUXE that I detected was on one of my copies of Blue's Clues: Arts and Crafts (DELUXE67, 23rd Week of 1998). So when I was watching the beginning of [https://www.youtube.com/watch?v=gfunZJeRrd0 this video], I actually saw a different VBI code that somehow said "RVSA\PVI" on the left, instead of the common "BHCP" codes. I saw a reply from YouTube user Alex's Media Openings (who did said video, on a comment mentioning it could be from a different duplicator), and as it turns out, it was. The week-year code is on the left side and it does not have a barcode on the lid, so this leads me to think it was Premiere Video all along.
