Under a twenty nine-year licensing agreement into which Disney entered with Sears, Roebuck & Co. on Winnie the Pooh merchandise in 1965, these releases were originally distributed exclusively to the Sears chain of stores, owned at the time by the latter company.

Around 1993, then-VP Eric Schulz of Marketing at Disney recalled an incident one Friday afternoon at Kmart where parents were shopping: "We noticed that no Winnie the Pooh characters were available. Several consumers were asking the store clerks if the Poohs were sold out". Schulz and his team discovered that there were no plush toys available at Kmart, due to the licensing agreement with Sears, Roebuck & Co. They also discovered that the licensing agreement was expiring in just a few months and would not be renewed. That afternoon, the marketing team returned to the office and began to plan new ideas to sell Winnie the Pooh videos.
